Project Details
Location: Fort Hills, Regional Municipality of Wood Buffalo
Time Frame: May 2021 – September 2021
Project Value: $21,200,000
Contract Type: Unit Rate
Services Rendered: Oil & Gas Construction
Project Summary
To facilitate the mining of valuable oilsand that lay below their existing main ore haul road, our client contracted Morgan to construct a 4.4 kilometer, 45m wide haul road that would serve as the new main artery for their fleet of 400T haul trucks for the next 10 years. A delayed start on the project compressed the already strict schedule, however Morgan successfully managed changes that arose from an incomplete design, material shortages, and unforeseen infrastructure conflicts to provide a completed project ahead of the required completion date. While working on this scope we handled over 1.5 million m3 of sand and aggregates, and installed nearly 1500 lineal meters of large diameter carbon steel pipe culverts to strict quality standards.
Project Scope
Excavated and prepared 450,000 m3 of the subgrade
Placed common fill and aggregates, including:
750,000 m3 of sand/common fill
300,000 m3 of pitrun
150,000 m3 of 40mm crushed aggregate
Installed 1,481 lm of 48” diameter carbon steel pipe for culverts and cable sleeves
Installed 117,000 m2 of geotextiles, geogrids, and geo-composites
Excavation of sumps, ditches, and establishment of berms 185,000 m3
Prepared and managed borrow materials, including dewatering
During execution, we encountered several engineering challenges that resulted in the submission of over 75 requests for information. We were instrumental in providing design support in the development of solutions

Our historic oil and gas profile
Our historic track record of success in the oil and gas sector is what separates Morgan from the rest of the market. Take a look at some of our recent milestone projects.
TA9 Engineered Pond Bottom Cleanup
As our client progresses their mining operation, they intend to utilize a portion of the pit to store tailings which requires the installation of an engineered, competent base. A key component of this work is removing slop and unsuitable material from the existing ground that is left over from the previous mining operation.

North Mine Advance – Reclamation Material Salvage
As part of Mildred Lake operations reclamation scope Morgan has been trusted to remove and salvage all surface soils and subsoils in advance of mining operations for the 2021 and 2022 reclamation seasons. Reclamation salvage is critical to our client’s operations as the surface soils must be stockpiled and stored to be reused at the end of the mine life. Morgan has successfully and safely removed and salvaged over 7.5 million m3 of soil during these two seasons resulting in a long-standing partnership.

Mildred Lake Extension - West Access Road
To facilitate the development of a new oilsands mine our client trusted Morgan with the construction of 10 km of access road. Included in this project was the construction of five major water crossings, two of which were large-diameter steel culverts and three concrete bridge structures on steel-driven piles. In addition to the 10 km of high-grade road, Morgan was also tasked with the construction of a permanent laydown area that will serve as the construction management team’s office location and material storage throughout the development of the new mine.
